Registration decisions moved into the Registrants tab

The approval queue is no longer a panel sitting above your registrants. The Registrants tab switches between Approved, Waiting and Declined, and Waiting carries a count so you can see from the tab whether anyone needs you.

Every waiting row leads with the decision it is waiting for — Approve, Decline, or Retry when the registration failed — and a selection can still be approved or declined as a batch.

Declined now keeps your past decisions instead of dropping them, and says why each request ended there: you declined it, the event platform gave up after five attempts, or the page was pointed at a different event.

Move back to Waiting puts a request in front of you again. Approving it from there runs the usual registration checks, exactly as if it had just arrived.
